Top 10 most intense states for maintenance, brake violations

Even with the well-reported priority drift toward an emphasis on traffic enforcement in the truck enforcement community writ large, violations of the Federal Motor Carrier Safety Regulations as captured on inspection reports remained dominated by vehicle-related violations. In 2014, as in prior years, just more than 70 percent of all violations written were for items that contribute to carriers’ scores/rankings in the Vehicle Maintenance Behavioral Analysis and Safety Improvement (BASIC) category under CSA.

Virginia and Texas exemplify a concern in recent years that some jurisdictions put too much emphasis on maintenance inspections, as vehicle issues are not the primary contributors to truck-involved accidents. With a crash analysis per lane-mile of highway, Virginia and Texas were among states with the biggest crash issues identified by the National Highway Traffic Safety Administration during 2012. Yet the two states were the only ones in that group with a share of maintenance violations above the national average, suggesting a misplacement of focus.

Between 2011 and 2013, the total number of truck-involved fatalities in Virginia rose from 76 to 89. Virginia State Police Lt. Ron Maxey counters that the state’s truck-involved fatality rate based on estimated vehicle miles traveled (VMT) has been stable at about 0.11 per 100 million VMT since 2008, or one fatality per 900 million miles traveled.

Maxey says that while almost half of its inspections are Level 1, expect more Level 2 and 3 walkaround/driver credentials inspections at traffic stops as the state focuses more on traffic enforcement.

Local forces around the nation will help the Virginia State Police reach that goal, Maxey says. He says 38 local agencies, “a number that can fluctuate from year to year,” are involved in motor carrier inspections below Level 1. About 100 inspectors are involved with that part of the program on a part-time basis.
