Prediction: Rates will jump with ELD transition

"We're going to have a truck shortage when this ELD rule gets put into effect," said ATBS' Todd Amen said. "Essentially it's like taking 200,000 to 300,000 trucks off the road." As a result, he said, "My prediction is rates are going to go up at least 10 percent, but I believe they could go up 15 to 20 percent."
