While much of the burden of FSMA-related compliance falls on food shippers, there's evidence of a new willingness of shippers/brokers to use contracts to "cram down" much of the responsibility on carriers, with potential for uninsured losses as a result of insignificant conditions -- late delivery, broken seals, etc.
