POLL: Will the revised hours of service affect rates come September?

Some watchers see the flexibility-enhancing portions of the hours of service revisions, currently set to implement September 29, as in general increasing over-the-road capacity without adding a single truck -- do you think implementation will ultimately affect truckload rates?
