Over the last few years, and particularly since the COVID-19 pandemic began in 2020, the Federal Motor Carrier Safety Administration and its state partners have shifted motor carrier investigation/compliance review tactics in attempts to do more purely "off-site" audits/reviews, conducted without visiting an independent or small fleet's place of business. That came with new policy to allow the ability to issue a safety rating as a result of any such audit/review. Despite that, overall review numbers, likewise safety ratings issued as a result, have continued to fall.
