The Federal Motor Carrier Safety Administration granted an exemption request for Utah-based refrigerated specialist C.R. England (No. 17 on the CCJ Top 250) from the federal minimum training conditions that require a commercial learner’s permit holder to always be accompanied by a commercial driver’s license holder in the front seat of the vehicle while the CLP holder performs behind-the-wheel training on public roads or highways.
Under the terms of the exemption, a CLP holder who has documentation that he or she passed the CDL skills test may drive a commercial motor vehicle for C.R. England without a CDL holder in the front seat. The exemption is good for two years.The exemption will enable CLP holders to drive as part of a team and have the same regulations as C.R. England drivers with CDLs.
“C.R. England believes that the exemption will allow these drivers to operate in a way that benefits the driver, the carrier and the economy as a whole without any detriment to safety,” according to the exemption notice published on the Federal Register.
